AACAP Member Action Needed to Oppose Inclusion of Juveniles on Sex Offender Registry

Earlier this year, the House and Senate passed different versions of sexual offender registry legislation that will now be reconciled through a joint conference before the July 4th recess. In March, the House passed the Children's Safety and Violent Crime Reduction Act (H.R. 4472), which places juvenile sex offenders, including juveniles adjudicated for consensual sexual contact with another juvenile, on a public sexual offender registry for life. In May, the Senate passed a different version of this bill, the Sex Offender Registration and Notification Act (S. 1086), which does not include juvenile sex offenders as part of the public sexual offender registry.

A House-Senate conference committee is expected to convene next week to work out the differences between the Senate and House bills. Below is a list of Congressional representatives who will be part of the conference committee.

We are asking ALL AACAP members from WI, CA, NC, OH, UT, IN, SC, MI, MA, VA, PA, and VT to contact your Representative listed above to request the exclusion of juvenile sex offenders from the national sex offender registry legislation. Please forward this alert along to your other mental health colleagues for additional support.

Call 1-202-224-3121 to reach the Capitol Switchboard, and ask for your Representative or Senator's office. When connected to the office, ask for the Judiciary Legislative Assistant. If you leave a voicemail message, include your name and phone number.

Here is a sample message for your use:
"I am a practicing child and adolescent psychiatrist from (your town), and I am calling to urge Sen./Rep. ____ to support language in the House-Senate conference report on the sex offender registry bills, S. 1086 & H.R. 4472 that would exclude juvenile offenders from the national sex offender registry. I support the intent of this bill to protect children from sex offenders, but am concerned about specific language in the House bill that would place juvenile offenders, including juveniles that engage in consensual sexual activity, on the public sex offender registry for life."
