The 2009-10 and 2010-11 Congressional fellows were named in honor of former AACAP President, Irving Berlin, M.D., whose vision was to encourage AACAP to more formally engage in public policy activities in order to introduce child psychiatry into the lexicon of legislative advocacy. Dr. Berlin created the AACAP Government Affairs department.
