Behavioral Health and Welfare Program at the University of Illinois at Chicago, Led by Michael Naylor, M.D., Receives AACAP 2008 Norbert and Charlotte Rieger Service Program Award for Excellence

Washington, D.C., September 24, 2008 – The American Academy of Child and Adolescent Psychiatry (AACAP), is pleased to announce that the Behavioral Health and Welfare Program (BHWP) at the University of Illinois at Chicago (UIC) and Michael Naylor, M.D., are the recipients of the AACAP Norbert and Charlotte Rieger Service Program Award for Excellence. The BHWP and Dr. Naylor are recognized for collaboration with the Illinois Department of Children and Family Services (DCFS).

The AACAP Norbert and Charlotte Rieger Service Program Award for Excellence, supported by the Norbert and Charlotte Rieger Foundation, was established in 1996 to recognize innovative programs that address prevention, diagnosis, or treatment of mental illnesses in children and adolescents. The award honors programs that serve as models and provides $3,000 to the nominee and $1,500 to the service program.

In the early 1990s the Illinois Department of Children and Family Services (DCFS) faced a crisis. Of the over 50,000 youth in state custody, over 4,000 were in residential or group home settings.  These placements were often ill-prepared to provide safe and effective care for children with severe emotional disturbances. The American Civil Liberties Union filed a lawsuit alleging that DCFS wards were receiving inadequate services and substandard mental health care.

After an American Civil Liberties Union sued and won a lawsuit against the Illinois Department of Child and Family Services claiming that they provided inadequate service and substandard mental health care for youth in state custody, the UIC Department of Psychiatry and the Behavioral Health and Welfare Program (BHWP) was selected to provide expertise in helping implement plans for system change and the results were favorable. Children were removed from dangerous or ineffective treatment settings and problematic programs were closed.  The number of wards in institutional settings and out-of-state placements dropped and the number of providers able to care for youth with severe emotional disturbances increased.  With the initiative and co-leadership of Dr. Naylor’s colleagues at UIC and the support of the DCFS administration the BHWP continues to transform the system of mental health care delivery to abused and neglected children in Illinois

Dr. Naylor will present, “The University of Illinois at Chicago Behavioral Health and Welfare Program” at Honors Presentation 11 on Friday, October 31 from 3:00 to 4:00 p.m., at the American Academy of Child and Adolescent Psychiatry’s Annual Meeting at the Sheraton Chicago Hotel and Towers.
