Affordable Care Act and State-Based Health Insurance ExchangesOctober marks the launch of one of the most significant changes resulting from the Affordable Care Act (ACA), the state-based health insurance exchanges. The exchanges, also known as health insurance marketplaces, are essentially online shops for individuals and small businesses (up to 100 employees) to compare and purchase private health plans. Open enrollment through the exchanges runs from October 1, 2013 – March 31, 2014, with insurance coverage beginning January 1, 2014.
